Gents, thank you for your help. The "mystery" to not starting is solved.
The key factor was the filtering on the decoder. Once I read that, I went and changed only the filtering from "weak" to none, and two ignition key on events, and the jeep started right up! Got it idling at temp at 12% and 6% throttle. Added narrowband simple control correction and started to mess with it.
Next is to plug into the iac valve and make sure it works properly and start to drive around a bit.
So to answer Jon's question, yes, 4.0l 6 cyl. I found a speeduino youtube with Josh describing the ign decoders. I'll setup the ign light and check making sure 0 vs. -6 is the correct answer.
