I am having this exact issue. Using a VW 037906433A hall sensor on a 60-2 tooth wheel with no cam sensor. This sensor grounds when the teeth is over and when the engine is working ( carburetor and etc) i can read 2.55V with a multimeter, so i guess it is switching on and off as it should.
The board is a 4.3c and all the jumpers are on hall and pull up.

2.55v is not high enough. Need 3.3V to trigger.
