That statement is out-of-context, and was one of several possible options if the source of the noise could not be located and corrected. As already mentioned in this thread, you need to fix the noise source. Other optional workarounds come next.

Think I fixed the noise issue....I moved my main ecu ground to the battery negative figuring the capacitance would help it. Seemed to clean up the random tach flutter. But the car still needs some serious tuning. It backfires through the intake while cranking, but once it's running its good...and it's running super rich.
