Hi,
I don't understand the silkscreen on the proto area. See attached image.

I'm trying to use the fuel pump pin and the tacho output pin. Which column?

RallyMk1GTI, if you look at the PCB image (included in your code package download), it may make more sense. Note the connections (green dots) for the output pins, and also connections to access pins on the IDC connector to get the signal out onto your wire harness. The red dots are open unconnected points that allow you to build custom prototype circuits between those in/out connection points, such as jumping from pin 49 straight across to output on IDC17, with a 1k pullup resistor from 5V or 12V, for tachometer output.

It seems that I need to check on my speeduino if tachometer output (#17) is routed to do a 0-12V signal or a 0-5V signal

What is the difference with the 2 configurations?
